Rules
RULES

 

1. Team rosters are limited to a maximum of twenty two (22) players in all age groups. Gameday rosters are also limited to 22 players. Player checkin in is done by the referee prior to kick off and will conduct safety equipment check along with player card check. USSDA exempt.

 

2. All teams shall be allowed to have unlimited Guest Players with a maximum roster of twenty two (22) as defined in #1. USA teams will also be allowed to have Replacement Players/Player Pass Players that are lost due to any USSF/USYSA/USCS programs (National, Regional, ODP, etc.) that conflict in time with the LA Galaxy Cup tournament dates.

 

3. Players may not play for more than one team in the tournament. Players must have jersey numbers and may not change numbers once team check in is complete.

 

4. The first team listed is considered the home team. Any color conflicts will be resolved by the home team changing their uniform. Both teams will be on the same side of the field, spectators will be on the opposite side in the same half as your own team.

 

5. All USA teams are required to have player identification cards and/or rosters present at registration and at all matches. The player’s shirt number must be the same as the shirt number on the daily match report. If the numbers are not the same, the referee is instructed not to let the player take part in the match until tournament officials resolve the matter.

 

6. All matches will be full length:

7. Matches will be counted as:

  • Win = 3 points
  • Tie = 1 point
  • Loss = 0 points

In the competition final games, if the score is tied at the end of regulation time, extra time of one 10 minute periods will be played in all age groups. If a winner is not decided after this extra time, the game will be decided by penalities as per FIFA laws.

 

8. In the event a tiebreaker is necessary to determine which teams will advance beyond the round robin, the following order of tiebreakers will apply for all age groups:

  1. Most points
  2. Head to head
  3. Goal Difference (max +\- 5 per game)
  4. Goals For (max 5 per game)
  5. Goals Against (max 5 per game)
  6. Most Wins
  7. Most Shut-outs
  8. Penalty Kicks

 

Substitutions:

 

USSDA GAMES

  • BU12 (2008/07) = Unlimited substitutions with re-entry, at stopages per USSF
  • U13+ U14 (2006-2005) - Unlimited subsitions across 3 moments with re-entry. Half-time DOES NOT count as a “moment” – Injuries DO count as a “moment”
  • U15 - U19 (2004-2000) 7 Substitutions across 3 moments with no re-entry. Half-time DOES NOT count as a “moment” – Injuries DO count as a “moment”

*Head Injury substitution rule: The Academy has implemented a rule change to allow who is suspected to have suffered a head injury, to be temporarily substituted while being evaluated – provided the team has at least one (1) substitution moment remaining (U13 – U18/19):

  • Temporary substitution for the evaluation of the concussion/head injury will not count against the team’s total number of allowed substitutions/substitution moment in the Academy game.
  • If the player is evaluated by an HCP or an ATC and determined not to have suffered a concussion, the player may re-enter the game at any stoppage of play.
  • The evaluated player must replace the original substitute. In addition, the player who entered the field as a temporary substitute shall be able to re-enter the game again as a regular substitute.
  • If the player is not cleared to return to play by the HCP or a ATC, the replacement player will no longer be considered a temporary substitution and the team will be charged with a substitution moment.
  • Any discipline issued to the temporary substitute will count for the remainder of the game.

CLUB COMPETITION

Unlimited substitutions will be allowed with the referee's permission as follows:

- Prior to a throw in by the team in possession. Reciprocal substitutions are allowed, if one team subs the other can as well.

- Prior to a goal kick by either team.

- After a goal is scored by either team.

- For an injured player if the game is stopped.

- Half time.

- A player that receives a yellow card may be substituted at that moment.

- Unlimited substitutions with re-entry.

 

10. The official game card for each completed match must be verified (i.e., score, cautions, sending offs) immediately after the game by the team coach or manager. Any challenges to match score reporting will first be referred to the signed game card. Tournament officials reserve the right to make a final decision.

 

11. Players or Coaches sent off during a match are not allowed to play/coach in the next match. A player receiving three (3) cautions during the first three games of the tournament is not allowed to play in the next match, including a final. In case of continued bad conduct of players, teams, officials, or supporters, the team may be withdrawn from the competition and reported to their association. Coaches are responsible for the conduct of their team and supporters. All disciplinary incedents are subjectable to the Tournament Officials who reserve the right to take action based on the severity of the incident.

 

12. Any player or coach sent off during the tournament or any player receiving multiple cautions during the tournament may be required to attend a Disciplinary Committee hearing. Players must be accompanied by their coach and/or manager. Official Match Reports will be reviewed by the Disciplinary Committee, and they will determine if a hearing is necessary. Any hearing could result in the player or coach being required to sit out additional matches or being withdrawn from the competition. Team officials will be notified as soon as possible if a hearing has been scheduled.

 

13. Judgment calls by referees may not be appealed.

 

14. Tournament Committee decisions may not be appealed.

 

15. All protests must be submitted in English to the Tournament Committee within three hours of the end of the match with a $350 (USD) cash non-refundable fee. Only protests that concern the Laws of the Game and ineligible players will be considered. All decisions will be in the best interest of soccer and the tournament integrity. Final decions may not be appealed.

 

16. Subject to the foregoing, FIFA laws, as modified by USSF, USYSA and Cal South rules, apply. Please note that per FIFA Laws of the Game number 4, the wearing of shin guards by players is mandatory. No player will be allowed to play without shin guards.

 

17. In the event of inclement weather, an act of God, or otherwise unforseen event; games that have completed the first half will be considered complete games and will not be rescheduled. For final games, play will be resumed from the point of suspension if incident is reseolved, the weather and field conditions permit, or there it is suitable to continue. The final decision will be made by the Tournament committee, in the best interest of intregrity, profressionalism and safety for all attending the tournament.

 

18. In the event that the tournament is canceled due to inclement weather, an act of God, or otherwise unforseen event with no games played, up to 50% of the entry fee may be retained by the tournament.

 

19. The decision of the Tournament committee, on any matter is final and may not be appealed.

 

20. The Tournament comittee reserve the right to make any and all decisions regarding tournament matters. All decisions will be made in the best interest of maintaining the integrity of the tournament. All decisions made by the Tournament committee are final and without apeal.
